This is a series where I will be coming out with little known facts about the movement, the unsung heroes, the barefoot soldiers, anonymous acts impacting anonymous people. The first post is about the first citizen of Lead India 2020 Foundation. A very private tale of his Guru Bhakti. “ Guru Brahma”. Though I have not taken his prior permission, I intend to write to him. I hope he excuses me for this in the interests of Lead India movement.

The person I am referring to is Sri. Dasari Jai Ramesh General President Lead India 2020 Foundation & Chairman of almost 13 billion corporate giant Vijai Electricals Ltd with almost wide operations.
Sri Dasari Jai Ramesh hails from a small village in Krishna district and from a very humble background. His Akshara Abhyas was done by a teacher from the village. After that Sri Ramesh went on to conquer great heights in education field and moved to Vijaywada and Hyderabad to start his won enterprise Vijai Electricals Ltd. Every one knows that Vijai Electricals enjoys a niche position in the transformer technology in the world.
The humble school teacher went on to become head master and retired. There was no contact between him and his student for decades. How can teacher remember one student out of the thousands that he must have taught, but the student always remembers his teacher? Teacher Sri. Sivaramiah then in his nineties, passed away in 2006.
Sri Ramesh was browsing through the newspaper the next morning when he saw the photograph and the message in the obituary. He immediately recollected that this was the same person who had performed his Akshara Abhyas. He immediately called the people located the address and rushed there to pay his respects and express his condolences. This he did despite his extremely busy schedule.
This is an excellent example of Guru-bhakti. Sri. Ramesh is very modest and has never mentioned this in Lead India. I know about this only because the teacher Late Sri. Sivaramiah is distantly related to me.
Experiments with truth
Sri. Ramesh when he realized that he was an icon and had people were taking him as role model, decided to reform himself he quit smoking, and resolved to always speak only truth, to this day he is following it.

Sri. Ramesh is among the founder members of Lead India 2020 Foundation. He is a silent worker and has silently served the foundation. He has not only provided office, furniture, infrastructure, telephones, internet, free, he has also paid salaries for the state office from 2004. He has donated heavily towards the conducting camps in Krishna & Medak districts. He arranged more than Rs. 2.5 million for Dr. Kalam’s birthday celebration event at L B stadium and oversaw the successful management of the event.
The 2nd National Movement launch from Sanga Reddy Medak on 15th August 2007 by Dr. APJ Abdul Kalam was a grand event we still talk about. Sri. Ramesh was a major contributor (almost quarter million rupees), along with two others towards the costs of T shirts, Caps, badges etc.
In 2007 December when the movement was in financial stress due to the leaving of a major contributor & trustee due to personal reasons, Sri. Ramesh took upon himself the responsibility of financially supporting the movement with a monthly budget of Rs.150, 000 towards salaries and trainers expenses.
Finally I would like to conclude that, I am writing this article in my personal capacity, and it is not a Lead India official document. I have not interacted with Sri. Ramesh before writing this article. I will inform him after publication. The financial figures quoted are known to me because I was handling Finance, Administration, and operations for Lead India during that period.

There are hundreds and thousands of silent workers the unsung heroes with limited or no resources working under great adversity with just grit determination & self less zeal as their tools. They are all around us, but, we fail to notice. Unfortunately we tend to look for brand equity to serve or associate with a development project.

I am happy to enumerate at least two examples of individuals or group of individuals working tirelessly to bring about transformation in the living standards of the populace& sacrificed their lives to save precious lives. Names of the individuals and groups have been deliberately blanked out so that the focus remains on the work and impact.

Live bombs do not deter this man from his commitment to save innocent lives.

Braver than film heroes, in real life
There were no official words of condolence nor were any wreaths laid as the body of “Chacha Bomb Squad” was consigned to the flames.(cremated)

The exploits of unsung hero , Panna Lal , or “Chacha Bomb Squad” as he was popularly known among his former colleagues in the Punjab police, will not find mention either in history books or in the numerous books written on terrorism in Punjab. However, those who worked with Chacha still carry vivid memories of this lean man bending over a live bomb and studying for some time before snapping at the circuit of the device in order to defuse it.

When bomb explosions by terrorists were a common occurrence in this Punjab state in India, the one member bomb squad of Chacha helped save hundreds of lives by defusing the devices. Panna Lal must have defused at least a dozen bombs hidden by terrorists in the busy lanes and by-lanes, in vehicles and in trains. But he received no laurels for these acts except for the occasional letter of appreciation.

The services of Chacha, Who had retired as a subhedar from the army, were sought by the Punjab police in the late 1980s as the department was hampered by the lack of a bomb disposal expert here .He rejoined the police in 1989 as a special police officer (SPO) and left the organization three years, let down by the attitude of his superiors who were always on the looked for an opportunity to berate him.

At the height of terrorism when unidentified objects were detected, the wireless sets would frequently blare “Chacha Bomb Squad come here quickly”. Shopkeepers of the busy area in a Punjab town in India cannot forget that fateful day in 1991, when disposing a bomb in pouring rain,he himself sustained injuries which led to his arm being partially disabled .
Due to his army background, Chacha could handle complex bomb circuits as he proved in 1992 when he defused a bomb planted in a compartment of the Frontier Mail minutes before it was to explode.

But recognition eluded him .For all his acts of courage, Chacha’s name was never considered for any bravery award and neither was he compensated for his medical bills.

Senior police officers often took the credit for any bomb that Chacha defused .On the plea of certain well-meaning local citizens however, Chacha’s name was forwarded to the state home department for the shaurya chakra but his file continues to gather dust in the department.

Chacha – means uncle (father’s brother elders are fondly addressed like that)

How Grit determination & perseverance pays for james, and his community

James ( name changed) is a 47-year-old Bolivian with a wife and eight children. He is a skilled, gifted leader and tenacious about seeking solutions – solutions not only for himself and his community of Jatun Pampa, but for his children as well.
Problem

He knew something had to change. Once, the rain and sun provided good growth of crops and residents maintained their families on crop income. But lately, they were besieged with drought, and then flooding. They had little rain, new growth dried up, there was ice in the summer, and strong winds blew where trees once stood. It was the result of natural disasters, the need for firewood and climate change.
Making the Connection
Residents agreed it was a problem, but felt alone or resigned to their struggle. So James travelled to Wayrapata, Bolivia, where an International organisation was working with another group. James was persistent in requesting a facilitator come to his community and soon after, he was in Jatun Pampa.
“Trees neutralize the strong winds,” James explained to Marc, the facilitator. “They hold the ground from erosion. We call the trees the lungs of the earth because they restore and replenish it. And when the ground is not eroded, we can also plant gardens.”
Through the process of authentic participation, a community group was organized of 16 families. Which acquired small trees from a Bolivian forestry organization. But the trees were delivered to the valley and had to be transported by donkeys because the mountain road was not maintained. It was difficult work, and after planting the tiny saplings, many were eaten by animals.
So the community group petitioned the government for a better road and, once built, 9000 pine trees were delivered to the top of the mountain and 18 acres of the Jatun Pampa village were reforested with new trees.
Families then sought seeds for vegetables and apple trees for their gardens.
Now, after only a year, the trees have stopped erosion down the mountain, helping even the vegetable gardens to succeed. There is a surplus beyond feeding families, and vegetables are sold in nearby communities.
The greatest growth
But the greatest outcome of planting the trees has been on the children.
“I planted a pine tree with my children,” one mother says. “And I believe they will continue planting trees when they are older.”
“My children take the initiative to care for our trees. They are the first ones motivated to give new ideas, too,” another says.
“When I was a child, we didn’t have gardens and I didn’t know how to plant,” a proud mother says, “But my son Rodrigo is eating fresh vegetables and already knows how to plant. It is a good thing.”
And James, who helped to initiate the transformation in his village? He just smiles and watches his own children watering the trees.
Conclusion
This recession, has however brought a welcome change in the mindset of the people, It seems to have nudged the pendulum a bit in the other direction. Incredible acts of generosity are occurring — often between complete strangers. Helpful communities and support initiatives have sprung up on social networks with people freely offering time, advice and encouragement to get others through difficult periods or job searches. Individuals are engaging in volunteer work.
I realize that the giver also derives benefits — both karmic and tangible. I do my share of charity, but that has to remain anonymous for the present. I hope this article will motivate people to do their bit, within their resources to impact a few lives.

Title: International Development Finance Manager
Reports to: Controller

Location: Washington, DC

General Description:
The International Development Financial Manager is responsible for the overall
fiscal integrity of the portfolio. (S)he oversees
World Learning international development project accounting and supervises
accounting staff based in Washington DC, that in turn support project-and
field-level accounting functions. The Financial Manager ultimately reports to
World Learning’s Controller (located in Vermont) and is a part of the World
Learning Finance team. (S)he is operationally
supervised by the DC-based Senior Director for International Operations. This
position is responsible for proper administration and execution of accounting
processes in compliance with World Learning and donor accounting policies and
practices, and will oversee areas such as general ledger integrity and
reconciliation for international development areas; provide independent and
A-l33 audit support; accounting policies and procedures; federal, private
donor, industry as well as internal reporting; among many others.

Specific Responsibilities
The International Development Financial Manager will have the responsibility
for the following areas and functions:

• § Work with Controller to ensure that accounting functions related to IDP
business are effective, current and efficient and in accordance with World
Learning, donor, audit and internal control requirements;
• § Work with Senior Director International Operations to ensure that
international development accounting and reporting meet donor and WL/IDP needs.

• § Supervise accounting staff, making sure that allocation of responsibilities
and functions as well as staffing levels and qualifications adequately cover
needs;
• § Provide-or arrange training for staff in accounting and related areas,
either US or field-based staff.
• § Work with Controller to ensure that project and international development
account code structure is responsive to and reflects project, donor and
management needs;
• § Assign account codes to new projects, in accordance with WL Chart of
Account structure;
• § Complete external reporting requirements and stay current and knowledgeable
with accounting industry or regulatory requirements that impact World
Learning’s international development activities;
• § Review and approve donor required reports;
• § Ensure project information database is up to date, accurate and
captures/reports project information relevant to management needs;

• § Ensure the accurate and timely updating of accounting system to reflect
project budget amendments;
• § Give cash management input as coordinated with cash/treasury functions;
• § Work with Controller to refine or develop systems that ensure accurate,
timely and efficient input of field office accounting data into World
Learning’s accounting system;
• § Ensure, with appropriate other World Learning accounting and compliance
staff, that field office accounting systems and procedures are World Learning
and donor compliant;
• § Work with Controller on fiscal year-end and independent and government
compliance audit activities;
• § Recommend internal audit procedures and guidelines;
• § Assist with third-party project audits;
• Over see subrecipient payments and ensure that
required subrecipient audit reports are obtained,
reviewed, and appropriate action is taken on any audit issues

• § Make recommendations on ways in which accounting data can best serve and
support the business process end of World Learning’s strategic plan, refining
systems, procedures and reports to improve performance and drive business
growth;
• § Ensure proper project start up/close out, focusing primarily on financial
aspects, including close out of all related GL accounts;
• § Work with Finance office in Vermont to address IDP issues related to small
value procurement, vendor relationships and corporate insurance.

Qualifications:
• § Applicants should possess and be able to demonstrate solid experience in
all the above areas from work in similar international organizations.
Additionally, applicants should have:
• § Bachelor’s degree or higher in an accounting or finance field;
• § A minimum of eight years of progressively responsible positions in the
international accounting area;
• § Knowledge of one or more accounting software packages; specific experience
with Datatel, Crystal Reports, Business Objects
desirable;

• § Knowledge of the accounting aspects of the international development
funding arena, with specific knowledge of USAID and/or other U.S. government
agencies reporting requirements;
• § Knowledge of U.S. accounting industry standards such as GAAP; knowledge of
CASB and Indirect cost rate development;
• § Strong accounting and finance skills;
• § Excellent oral and written communications ability and ability to
communication across functional teams and business units;
• § Excellent computer skills, including prior experience with accounting
packages;
• § Ability to train/mentor staff in accounting areas;
• § Proven supervisory and staff management experience;
• § Ability to lead a team of seven US based accounting staff, and through them
local accounting staff in field locations;
• § Overseas experience and second language desirable.

building, negotiating, closing and follow-up.

Technical aptitude and a strong interest in nanotechnology.

Qualifications:
BS degree in scientific or technical area with a preference for
biology/chemistry graduates, with a minimum of 4 year experience in research
instrumentation sales and marketing.
Tradeshow experience and familiarity with ACT Customer
relationship management software a plus.

Global objective
To prepare a review with inputs from all relevant sources of information to map
out Afghanistan Public Management reforms and appraise the existing Trust Funds
and potential budget support related aid delivery modalities for EC assistance.

Specific objective(s)

The consultant will complete:
• 1. Comprehensive and detailed overview of PFM
operations/reforms and projects;
• 2.
A strategic mapping of donor assistance in PFM, including technical
assistance and identification of the short and long term reforms required to
strengthen the capacity of the MOF;
• 3. A critical review of the PEFA and ARTF’s PAM;
• 4.
An assessment of the current ARTF strategy for RC and investments
and recommendations to the EC, based on the EC’s global approach to aid funding
mechanisms;

• 5. An assessment of the preparedness of Afghanistan in
becoming a recipient of direct EC budgetary support.
More specifically,
the assignment should also include an assessment of the possible transition
from LOTFA to direct budget support.

The consultant should coordinate his/her work not only with the World Bank and
the Ministry of Finance, but also with other donors concerned (e.g. IMF and EU
Member States). The report will draw upon a common pool of information and
previous work done.

Profile requested

• – A University degree in public financial management, economics or in a field
directly related to the ToR;
• – At least 15 years professional experience in international public financial
management, including familiarity with budgeting, treasury and accounting
systems and financial risk assessments;

• – Proven experience with EC budget support operations;
• – Previous experience with similar projects will be an asset;
• – Excellent command of the English Language, both orally and written.
• – Knowledge of Dari or Pashto, orally and/or written, will be a distinct
advantage;
• – Sensitivity to the cultural and political context of the country and
capacity to adapt to hard working conditions.

Qualifications:
-Advanced degree in relevant field; education and experience in applied
cultural anthropology or history highly desirable
-Minimum eight years of progressive experience managing large, complex civic
participation or related project in Africa

-Experience in planning and managing capacity-building programs for local
government and civil society organizations
-Experience working directly with local and national civil society
organizations, in both rural and urban settings
-Experience managing project staff including a large local staff and
subcontractors
-Experience with civil service codes of conduct or citizen report cards desired

-Demonstrated experience managing grants programs for USAID or other donors in
Africa or similar environment
-Experience working successfully in conflict-affected societies; Rwanda
experience highly desirable
-Knowledge of USAID and other multi- and bilateral donor rules and regulations
preferred
-USAID or other donor chief of party experience preferred
-Strong leadership and management ability

-Political acumen and cultural sensitivity
-Demonstrated communication skills
-French proficiency required

Our Company is one of the leading engineering consulting firms in the world and
is currently providing planning, design, project management and construction
supervision services all over the world. Our fields of expertise spread from
all aspects of Transportation, to Highways & Bridges, Architecture and
Building Services and many others.

The following position is available for a major infrastructure / highway
project in the Gulf Region, for which we are currently providing Program
Management Services. The project comprises of 3 different contracts
corresponding to 3 different sections of the same road, including several
interchanges, underpasses and one tunnel.

CONTRACT ADMINISTRATOR
Main Duties:
• Review and analysis of all 3 Contractors’ bid packages, proposals, and
contracts to ensure that the Client is obtaining the best value;
Analyse and document thoroughly all Contractors’
claims and advice the Client on the resolution of conflicts.
• Check the conformity of the contracts scopes with the Client’s requirements,
drawings, and specs; check that there is no duplication of scope between
contracts;
• Check that General Conditions, Fees, and Insurance reside in the appropriate
contracts and are not redistributed or double billed, that Wage Rates, Unit
Prices, and Allowances are fair and valid;
• Assistance in contract negotiations to ensure Client’s interests are properly
accounted for;

• Coordination of the review and processing of Contractors’ invoices.
• Report to an Assistant Project Manager dedicated to Planning and Contract
Management, who will be himself reporting directly to the Project Manager.
Profile:
• Experienced Professional (at least 5 years) with previous experience ( preferably in the Middle East / Gulf Region) on
construction projects of big scale and complexity;
• Fluent written and spoken English required.
• Knowledge of FIDIC
Qualifications : Law Degree required with several
years experience in the construction industry or Chartered QS with relevant
experience in Contracts Administration and Claim Analysis in the field of
construction.
